American citizen charged for uncustomed goods

A wanted U.S. national was nabbed today between mile two and three on the Northern Highway by Customs and Immigration personnel and finds himself behind bars tonight. A bench warrant had been issued in San Pedro earlier this year for forty-seven year old Rod Cooper. He was found traveling northwards in an SUV this morning when the officers recognized his face from all-point bulletin. Originally from California, Cooper was charged in June of this year for Uncustomed Goods in connection with two jet skis. But when Cooper failed to appear in court a bench warrant was issued for his arrest. Cooper was escorted before Senior Magistrate Dorothy Flowers but she could not deal with the matter since it is before the San Pedro court, so Cooper was remanded to the Hattieville Prison until Monday when he will appear before the San Pedro Magistrate.

Okay Here's My Experience and Dealings with Mr. Rod And Terri Cooper, which still continue as of September 2009.

Because I am still being stalked and Harrassed by Rod & Terri , I am having a hard time trying to do anything with my boat or business.

I have tried to sell it but every ad I post they counter post statin that they own the " Beware" "We own the Boat" or "Andy is a Thief "

I have tried o set it up and run it but, I don't know when I am going to turn around and have od or Someone he knows to "Shoot Me in th Face with a Flare Gun Again" or "Twist My Head Off"

Seveal of the leads that I had told me that when they had responded to some of Rod & Terri's Harrassing ads, they told them that they had "loaned me $10,000" , that " I Ran in the Middle of the Night" that "They Own My Boat" that...... I could go, or yo could just read on, and I won't have to type it twice.

Forgive Me, but I am extremely strapped with time, so until I have the time to look through my emails, documents, etc... some of the dates are approximate.

Where the dates are approximate I will temporarily substitute it with "On or About"

On or about January 1st 2007 arecieved a call fom Mr. Rod Stephen Cooper "Rod" in response to an ad that I had posted on craigslist.com.

Because of the prior Hurdles My Story of San Pedro The Ad was very broad and was looking for Investors, Partners, Buyers or Someone looking to buy into - set up a Jet Ski Rental Business.

Anyways, it will run you in the ground trying to rent Jet Skis and operate a Parasail Boat, So I figured, if I could find somebody interested in starting a Jet Ski Rental, that I could let them operate uner my licenses and Permits, which I had all the approvals for, if hey paid the remainder of the fees due.

So what He and I discussed was,I would contribute all of my licenses, contacts, legwork and Location " Coconuts Resort San Pedro, Ambergris Caye, Belize " and as his contribution he would bring his own jet skis and finish up purchasing the remaining licences, permits etc... approx. $3,500USD

I had My Own Parasail Boat, the "Badfish" 9 Months of Arduous Legwork & Networking, a Parasailing / Watersports Base and Reputation, Trade License, Insurance, Work Permit Approval, Domestic Company, Advertising, Marketing & Location.

He Supplies His own Jet Skis, pays for his Own Work Permit $1,500USD, and the past due bills 1 Month + 1 Month in Advance.

Boom!!! We are Belize's Only Complete Watersports Center, and Life is Good !!!!

Sounds Reasonable Right ?

Well, It Did Not Quite Work Out That Way

As it would soon turn out, Mr. Cooper was on Felony Probation in Oregon for the Cultivation and Manufacture of Marijuana, He was not eligible for a work permit or to even be in the country for that matter.

So Mr. Cooper and I made an agreement to do business based pretty much on the above
Stipulations.

On the day that Mr. Cooper arrived I took the Water Taxi from San Pedro to Belize City and Met Mr. Cooper and headed for Old Belize / Cucumber Beach, where I had made arrangements with the owner “Cisco” who was a friend of mine, to park Mr. Cooper’s Ford Explorer, while we rode the 2 jet skis “1 Yellow - 1 Green”Jet Skis to San Pedro and until Mr. Cooper got settled.

On the way there we Smoked Marijuana that He had smuggled into Belize, out of an apple that He had carved into a pipe. (Works Good)

When We got to Old Belize Mr. Cooper began pulling out dummy Fix-a-Flat and Barbasol shaving cream containers that were packed full with probably 10lbs of High Grade Hydroponic Marijuana. Although I was glad to smoke good weed, it completely freaked me out, because I did not want to end up in a Belizean Prison.

I told Mr. Cooper that I wanted nothing to do with the Marijuana, did not want it on the jet ski that I was riding and that if the Coast Guard stopped us, that I knew nothing about it.

He agreed, and after having 2 Belikins and 2 Margaritas, We went back to his truck, and Smoked Out before We left for the 2 hour ride to San Pedro in 25+ winds & 3ft seas, (Me on the Yellow Ski - Him on the Green Ski) when about 30 minutes later Mr. Cooper began Flagging Me.

When We stopped Mr. Cooper told Me that his jet ski was beeping, because He had forgot to fill his jet ski up with 2 cycle oil, and he did not bring any extra with him.

So after 30 minutes of trying to siphon it out of the Green Ski and scratching our heads, Mr Cooper got on the Yellow Ski and towed Me on the Green Ski and after nearly being beaten to death, I had finally convinced him to let the tow rope all of the way out so I was not in his wake.

After an hour or so, I told Mr. Cooper to stop at the nearby Elite Private Island of Caye Chapel, to see if we could buy a quart of oil from the groundskeepers . As it turned out the supervisor and I had hung together in San Pedro and He didn’t even charge us for it.

So, off We go again for the second half of the trip. All was good until the South end of Caye Caulker when My ski starts beeping because it is out of gas from having to work so hard pulling the Green Ski 25 miles.

I told Mr. Cooper that he could tow Me to Caye Caulker and get fuel at the fuel dock, but He told Me that He had no cash, so We ended up towing it all the way to Coconuts Caribbean Resort, where as part of

Our Agreement, I had made arrangements with the Owner, who was a friend of mine, to park / operate his jet ski rental business.

Once there, Larry and Cindy gave Us a free tab, but it was getting dark, We were both beat up from the 4 hour jet ski ride, in near Gale Force conditions, took a rain Check and walked about ¾ mile to my Plywood House without plumbing, behind the Airport. (which nearly killed Him)

The Next Day We got up, had Mermaid’s Tortillas for breakfast and took a cab to Coconuts Caribbean Resort, to go over everything with the Owners.

In Celebration and in true Island Spirit took our Rain Check and began having cocktails from the Dancing Toucan Bar at Coconuts.

While having a few drinks, Mr. Cooper said that he could not walk around or stay in a plywood house without plumbing anymore, and rented a Golf Cart for 3 days and a room at Coconuts and once Again in True Island Spirit, We all hung out, Partied and got Drunk, and We were all “Happy Little Campers In Belize”

That was until we went to Minister Heredia’s Office at the BTB to pick up My Work Permit Approval

That’s when Mr. Cooper met Mary. Mary was a friend of the Minister’s Daughter “Alba” and a Local Belizean Masseuse / Whore.

After meeting her, the only time Rod was out of his room at Coconuts Caribbean Resort (which he never really paid for) was after dark, when Him and Mary would run off on the golf cart together and occasionally when he was “fixing” the swimming pool / paying his room bill.

The rest of the Time He spent in the small office room, having his “Muscle” Massaged by Mary.

But I guess because He had fried the engine in the Green jet ski, by running it out of oil on the ride from Belize City , he figured that work was not as important as having Mary massage his sore “Muscle“….Just another Idiotic Adventure.

After a few Days Mr. Cooper decided that he could not afford to stay in a room at Coconuts, so the Owners agreed to let him stay in an office above the laundry room, in exchange for fixing / clearing up the water in the resorts swimming pool.

Anyways once I get the clearance from the Belizean Ombudsman, I will post all of the Pix of Mr. Cooper in the Room with a table full of the Marijuana that He had smuggled into the country, and even if they don’t I will post them, because he already bribed them to the sum of $28,000USD *emails coming soon* in order to leave the country and Our Socialistic Government is just as useless. *See Belize news Link above*

Finally besides Minister Heredia’s and Mayor Paz’s approval, I had a green light from the Central government to operate as a “Parasail Captain for Self” and a San Pedro Trade License, for Parasailing and Watersports and I was a Happy Little Parasailing Captain in Belize” meanwhile Mr. Cooper’s Jet Skis sat, the green one blown up and neither legally imported.

Then on or about January 22, while returning to the dock after flying a group of Parasailors, I was approached by the Belize Tourism Police who once again threatened Me with Imprisonment Seizure etc…

So I called Minister Heredia, explained what had happened, he said not to worry.

I told him that it was very stressing and severely hindering My Parasail Business, to have the Tourism Police threaten Me while I was providing a Lawful Professional Service,

I also told him that the Fido’s Operation / Chris Boone - Funtasea - / Mike & Shelly Jemison - Extreme Adventure Outfitters were the one’s causing trouble and that He and I needed to have a Meeting Immediately.

Minister Heredia then instructed Me to call his San pedro Office and Schedule an Appointment through his Secretary “Mrs. Longsworth” with Belize Director of Tourism - Tracy Panton & Product Development Manager Laura Esquivel.

Instead of calling, I went in and met Ms. Longsworth and she said that She would call Me at Coconuts with a confirmation, and on January 30th I received the lower half of this through the Staff at Coconuts

I had decided that in order to appease everybody and avoid conflict that I would go ahead and buy / pay a “tour operator” to work under his license, which is the only way a foreigner can be a “tour operator” and being that my employee “Luis” had a nephew “Patrick Bradley” that was a “Tour Operator” I met with paid him $400 and purchased 49% ownership of Belize Pragmatic Tours.

Now not only was I licensed to operate Parasailing & Watersports Activities, but I could Offer / Provide Fishing, Snorkeling & Mainland Mayan Ruins & Jungle Tours.

As part of Mine & Patrick’s Agreement I would Advertise Mainland Jungle Tours for Him and He would Advertise the Parasailing, watersports and whatever else I did on San Pedro.

If you have read the story and paid attention, I am a “Parasail Captain” & I own a “Parasail Boat” “ I was Finally Licensed “As a Parasail Captain For Self” that was making Good Money and did not have any desire to Provide Fishing or Snorkeling on My Parasail Boat. Hence Mr. cooper had bought into the Jet Ski Rental / Water Sports portion of the business, which I was licensed for.

After I had talked with the Owners of Coconuts and Patrick, We had decided that because we are licensed to do Snorkeling & Fishing Trips that We had might as well be providing them and Luis introduced “Aldo Ayuso” who is Mayor Paz’s ex nephew, through marriage & divorce.

Aldo had a nice 25’ Mexican Skiff, but for reasons not known to Me at the time, was not able to get his own Tour Operator License to do Snorkeling & Fishing Trips, So I told him that for 10% to me & 10% to Coconuts Resort he could rent the dock slip next to mine & operate under My Tour Operator’s license.

Aldo as it turned out is a another Belizean Bumb & did not have the money to rent the slip, buy snorkeling gear, register or even put fuel in his boat, so I paid $150USD to rent his slip, and $125USD + a $90USD bar tab for him to have the Belize Port Authority Officer come out & inspect / register his boat.

But the Owners of Coconuts Hotel and I were looking at the big picture and agreed that it would have been beneficial to everyone, to be able to offer a complete package where the Tourists would have no need or desire to go spend money elsewhere, e.g. . The Resort, The Bar / Restaurant , Parasailing, Jet Ski Rentals, Snorkeling & Fishing

I was up operating and for the first time making pretty good money in San Pedro. Rod’s Green Jet Ski was still fried and he had not made any money, which I did not mind.

The Yellow Jet Ski was entirely too fast & dangerous to rent to inexperienced Tourists, and they were not legally imported, which would not only have jeopardized, but with most certainty would have led to the destruction of all that I had done in order to establish myself on the Island.

During this Time Rod was only seen during the daytime when he would occasionally be seen tinkering with the Green Jet Ski or the Pool just before dark, usually when the bands were setting up and everybody had a few drinks in them. The rest of the time He was getting his “Muscle” Massaged and

Smoking his High Grade Marijuana in the room.

Mr. Cooper ended up Stealing my Briefcase which had my Birth Certificate, Captain’s Licenses, Boat Documents etc.. and His Wife “Terri Cooper” hi-jacked my email password, which they then proceeded to steal and send damaging emails to all of my contacts, including my relatives, friends, business associates and attorneys, and still continue to.

Mr. & Mrs. Cooper then paid a Guy to stab me in the throat with a 9” Rambo Knife at Coconuts Caribbean Resort and then the next morning after I almost bled to death, I was

After that did not kill me, Me & Chrisi decided that in order to continue living, she would take the kids and Fly back to the U.S. and I would take the Money that her Uncle Shane Fischer, owed Me, go back to Placencia Belize, fix the Badfish and continue on to Roatan, Honduras.

Placencia, Belize, where Mr. Cooper stalked me down and paid the San Pedro Police Dept. / Superintendent Dennis Arnold to issue a Warrant for my Arrest for theft of My Own boat.

Placencia Police came knocked down my door , Arrested Me and Seized My Boat, but after a lot of Hell Raising and “Financial Contributions” to the Government, the Belizean Ombudsman’s Office finally released me and My Boat and advised me to leave Belize Immediately.

(Wait until I can post the details of that Idiotic, 600 mile Adventure)

Being that Me and the Badfish were both Broke, I ended up hiding out in Placencia until I sold my Boat’s Radio for 25 gallons of fuel, but not until after Mr. Cooper paid a guy known to me as / Huberto Martinez / Gold Toyota Taxi Van license # C2240” to kill me, which is where the Honduras Chapter Begins and ends up with Me being Shot in The Face at Point Blank Range, with a 12 Gauge Flare Gun

I might be tough, hard headed and stand convicted, but after, I figured that I had better get the hell out of Central America and back to the States, but I was flat broke and had a 10,000lb boat.

Now that I am back and Mr. Cooper got to see the inside of a Belizean Prison for defrauding the Belizean Government, he is really pissed of and trying to further harass Me by posting ads that Stating that he owns the boat and that I Stole money from him, and on and on. www.miami.craigslist.com “Parasail $35,000”

I have sent a few replies to them with dummy emails and got a whole plethora of delusional responses, but for some reason, I can not seem to get them to send me Their “Ownership” papers. If I can and I do I will post them here.

I would use them for Evidence of Fraud, Theft, Forgery, Assault, Libel and Slander, but Florida does not have Jurisdiction, because no transaction or agreement was ever made there, Belize is a Corrupt, Third World Hellhole, and according to Mr. and Mrs. Cooper’s emails his probation Officer and the Police in Oregon are their Buddies and had a nice laugh and have offered any sort of response to t the emails that I had sent them informing them of Mr. & Mrs. Cooper’s Actions.

And ends up with Me being Shot in The Face at Point Blank Range, with a 12 Gauge Flare Gun and getting Gangrene in My leg after being impaled during the Earthquake on May 29th
